In the weeks before being sworn in as mayor, Rick Blangiardi, long an outspoken citizen advocate for more effective solutions for homelessness, said he would eliminate the previous administration's 'compassionate disruption' approach of sweeping homeless camps from the streets, a policy that he said moves the homeless 'from park to park and street to street.' He was probably right about that, but the question now, two years into the first term: Is Mayor Blangiardi's philosophy working any better? It could be argued that it's too soon to say.
